Leendert Ginjaar (born May 28, 1928 in Leiden , province of Zuid-Holland ; † September 17, 2003 in Goes , province of Zeeland ) was a Dutch chemist and politician of the Volkspartij voor Vrijheid en Democratie (VVD), who, among other things, between 1977 and 1981 In the Van Agt I cabinet, as Minister for Health and Environment, he was responsible for the introduction of numerous environmental laws such as the General Provisions on Environmental Hygiene and the Noise Pollution Act as well as expanded legal regulations on environmental impact assessment and soil protection. Together with Justice Minister Job de Ruiter , he also defended the new, liberal legal regulation on abortion , which came into force on November 1, 1984. He was later President of the University of Utrecht from 1982 to 1986 . In the First Chamber of the States General he was also a member and chairman of the VVD parliamentary group . During his tenure as chairman of the Volkspartij voor Vrijheid en Democratie between 1986 and 1991, he played a key role in Joris Voorhoeve's move to Frits Bolkestein as political chairman of the VVD in 1990. His wife Nell Ginjaar-Maas was State Secretary in the Ministry for Education and Science.

Life

Leendert Ginjaar, whose father was a porter, worked as a chemist for the Netherlands Organization for Applied Scientific Research TNO (Nederlandse Organizatie voor toegepast-natuurwetenschappelijk onderzoek) . In 1971 he was elected a member of the parliament ( Provinciale Staten ) of the province of Zuid-Holland for the Volkspartij voor Vrijheid en Democratie (VVD), which he had joined as a member in 1960, and was a member of this until 1977. In the Van Agt I cabinet he became Minister for Health and Environment on December 19, 1977 (Minister van Volksgezondheid en Milieuhygiëne) and held this post until September 11, 1981. In this capacity, he was responsible for the introduction of numerous environmental laws such as the General Provisions for Environmental hygiene WABM (Wet algemene bepalingen milieuhygiëne) and the Noise Pollution Act (Wet geluidhinder) as well as extended legal regulations for environmental impact assessment and soil protection. Together with Justice Minister Job de Ruiter , he also defended the new, liberal legal regulation on abortion , which came into force on November 1, 1984. In addition, from April 3 to May 4, 1979, he was acting minister with no portfolio responsible for science policy (Minister zonder portefeuille voor Wetenschapsbeleid) .

After leaving the government, Ginjaar was a member of the First Chamber of the States General (Eerste Kamer der Staten-Generaal) for the VVD between August 25, 1981 and June 10, 2003 . He was also active as President of the University of Utrecht from September 1, 1982 to January 1, 1986 . In the First Chamber he acted as Chairman of the Standing Committee on Scientific Education and Science Policy (Vaste commissie voor het Wetenschappelijk Onderwijs en Wetenschapsbeleid) between September 20, 1983 and June 10, 2003, and as the successor to Jan Kamminga from November 29, 1986 to to his replacement by Dian van Leeuwen-Schut on October 4, 1991 chairman of the Volkspartij voor Vrijheid en Democratie. In this role he played a key role in Joris Voorhoeve's move to Frits Bolkestein as Political Chairman of VVD in 1990. He was also part-time professor for environmental health at Maastricht University from March 1990 to September 1994 . From June 23, 1995 to March 11, 1997, he was vice-chairman of the Standing Committee on Spatial Planning and Environmental Management (Vaste commissie voor Ruimtelijke Ordening en Milieubeheer) . His last position was between March 11, 1997 and September 14, 1999, as chairman of the VVD parliamentary group in the First Chamber.

His wife Nell Ginjaar-Maas was State Secretary in the Ministry of Education and Science between 1982 and 1989.
