Libor Rouček

Libor Rouček (born September 4, 1954 in Kladno ) is a Czech politician of the social democratic party ČSSD . Since the 2004 European elections he has been a member of the European Parliament , since the 2009 European elections at times also Vice-President of Parliament and now Vice-President of his group.

Life

During his doctorate at the University of Vienna in the field of political science and sociology with a focus on international relations (1978-1984), Rouček began to work in 1980 as a documentary for the Social Democratic Party of Austria (SPÖ). In 1987 he was a fellow at the Smithsonian Institution in Washington, DC , and from 1988 to 1991 he worked for the US international broadcaster Voice of America . In 1991/1992 he was a research assistant at the Royal Institute of International Affairs (Chatham House) in London .

In 1998, Rouček became spokesman for the Czech social democratic party ČSSD and spokesman for the ČSSD government under Miloš Zeman, elected in the same year . In 2002 he was elected to the Czech Chamber of Deputies and vice-chairman of the regional association of the ČSSD in Středočeský kraj . In the House of Representatives he was deputy chairman of the ČSSD parliamentary group, the European committee and the foreign affairs committee. In addition, from 2003 to 2009 he headed the ČSSD party committee responsible for foreign policy.

In preparation for Czech EU accession , Rouček had a mandate as an observer in the European Parliament from 2003 . In the European elections in 2004 he was finally elected to the European Parliament and gave up his seat in the Czech Chamber of Deputies. In parliament, he joined the Socialist Group and was a member and, from 2006 to 2009, first deputy chairman of the Committee on Foreign Affairs, Human Rights, Common Security and Defense Policy . In the European elections in the Czech Republic in 2009 , he won another mandate and was subsequently elected deputy speaker of parliament.

In addition, Rouček has been chairman of the Union of European Federalists in the Czech Republic since 2005 .
