In Austria , the transport associations are required by law for each federal state, and at the same time tariff associations .

With the completion of the system in 1997, Austria is the first country in the world to introduce comprehensive transport associations.

Legal basis

There is a transport association in Austria

"A cooperative established by virtue of private contracts between local authorities ( basic and financing agreement between federal government and the relevant country / community ) on the one hand and between the authorities and the individual transport companies on the other (transport service contract) ."

The transport companies participating in the association can be organized in a cooperative community, the transport association organization company serves as an intermediary between the regional authorities financing the association and the transport companies involved, central accounting office and cross-company planning authority. Transport associations are regulated in detail in the Local Public Transport and Regional  Transport Act 1999 (ÖPNRV-G).

The network organization companies in Austria are designed as pure national companies .

History and Development

The introduction of the transport associations in Austria was a process that began in 1984 with the establishment of the Verkehrsverbund Ost-Region . The idea of traveling across an entire region with one ticket originally stems from the Hamburg network contract of 1965 and also found its way into Austria, even if implementation began a few years later. By including the last federal state of Styria with the establishment of the Verkehrsverbund Steiermark in 1997, Austria can probably be described as the only country in the world with an almost completely comprehensive network landscape.

The aim of the transport associations is to work with the contractual partners, such as transport companies, municipalities and various interest groups (e.g. tourism associations), to implement an overall transport plan for the respective region. This applies in particular to timetables, tariffs and the distribution of income to the individual transport companies .

According to the law, all states have a transport association, although two transport associations have been set up for Vienna, Lower Austria and Burgenland, but the Lower Austria-Burgenland association is not organized as a company, but as a brand of a supporting company. In the other federal states there are sometimes overlapping zones with or smaller areas connected to another network. Salzburg is currently the only federal state to operate a cross-border association with Bavarian regions.
