Although the Reformation had already gained a foothold in Livonia in the 1520s and 1530s, there was no central organization of the Protestant church system until the Livonian War (1558–1583). The Counter-Reformation was promoted in the Duchy of Livonia , which belongs to Poland-Lithuania . Only when the Swedes conquered large parts of Livonia from 1621 in the Polish-Swedish War and finally joined their empire as Swedish Livonia until 1721 could they appoint a superintendent who, together with a consistory, supervised the provosts and pastors. It was based first in Riga , later in Dorpat , where the consistory and the university founded in 1632 were also located, and from 1675 back in Riga. In 1674 the office was renamed to that of General Superintendent.

At first nothing changed in the church structures when the area was occupied by Russia from 1700 and in 1721 it was incorporated into the Tsarist Empire as the governorate of Livonia . The new statute of the Evangelical Lutheran Church in Russia from 1832 also left the office of general superintendent, which existed until the territorial reorganization of the Baltic States in 1919.
