When the government of Alexander I (Russia) learned that the government of Francisco de Paula Santander , Juan D'Evereux with a letter of accreditation for the Hermitage (Saint Petersburg) had come, they told the government of Andrew Jackson that they faithfully of the principles of the Holy Alliance would not receive envoys from de facto governments in Hispanic America .

Diplomatic relations were established in 1935 through an exchange of notes between Boris Shtein , the Soviet envoy in Rome and Gabriel Turbay, the Colombian envoy there.
