List of referendums by the city of Freiburg im Breisgau

So far, six referendums have taken place in Freiburg im Breisgau , the first three of which have failed. In the fourth and therefore first successful referendum, the citizens decided in November 2006 that the city of Freiburg should remain the owner of the municipal apartments.

A referendum is successful if it has an approval quorum of 20 percent. This means that at least 20 percent of the residents who are eligible for local elections must answer the question with a clear yes or no. If the quorum is missed, the municipal council decides again. In July 2005, the state parliament of Baden-Württemberg changed the quorum from 30 percent to 25 percent of those entitled to vote. Since the most recent amendment to the Baden-Württemberg GemO in October 2015, an approval quorum of 20 percent has been in effect.

Construction of a culture and conference center (KTS) - 1988

Only 3128 missing votes let the referendum fail. On June 28, 1988, the local council confirmed the decision to build the building. If the quorum, which was lowered in 2005, had applied then, the referendum would have been successful and construction would not have been allowed to start.

Preservation of the Freiburg airfield - 1995

The second referendum took place on July 23, 1995 with the question: Are you in favor of maintaining the Freiburg airfield?

The second referendum just failed due to the quorum of 30%, with 3411 votes missing. Nonetheless, the municipal council followed the result of the vote for the preservation of the Freiburg airfield and withdrew the decision to develop.

Routing of a new tram line - 1999

The third referendum dealt with the route of the tram between Haslach and the city center. The voting question on July 25, 1999 was: Should the Haslach tram be built over Kronenstrasse and the Ring (Werder-, Rotteck- and Friedrichring) to the Victory Monument with a connection to Kaiser-Joseph-Strasse (variant B)?

The third referendum failed with 20,896 votes missing, clearly due to the quorum. The local council votes again on the route and confirms the result of the first vote, which provided for a different route over Basler Strasse to the Johanneskirche. Two years later he also votes for this line. In 2019, twenty years later, the new route was opened anyway.

For the fourth referendum, the new quorum of 25 percent applied for the first time and was also achieved. The citizens' initiative Housing is Human Rights was successful, the sale of the city apartments to a private investor planned by the municipal council was stopped.

Construction of a new stadium for SC Freiburg im Wolfswinkel - 2015

The fifth referendum was the first to be initiated by the local council itself. After a change in local electoral law , 16-year-olds were also allowed to vote for the first time. The voting question, which was voted on on February 1, 2015, is: Are you in favor of the city of Freiburg supporting SC Freiburg in the implementation of a football stadium in Wolfswinkel on the basis of the organizational, investment and financing concept advocated by the municipal council (Annex 3 to Community council printed matter G-14/183) supported? The subject of the referendum was the planned construction of a new stadium for SC Freiburg at the Wolfswinkel location as the successor to the previous Black Forest stadium .

The quorum to be achieved of 25 percent was 42,284 votes, and was achieved with 45,629 votes in favor. The Freiburg-based company thus voted to build a new stadium at the Wolfswinkel location.

Construction of a new district of Dietenbach - 2019

The sixth referendum took place on February 24, 2019. The voting question was: Should the Dietenbach area remain undeveloped?

The quorum to be achieved is at least 20 percent of those entitled to vote; that is about 34,245 eligible voters.

According to the mayor Martin Horn, the costs of the referendum totaled € 580,000, of which € 310,000 for the election campaign and € 270,000 for the election. The joint event of supporters and opponents in the concert hall was also included in the election campaign costs.
