Dietenbach is a district planned for Freiburg im Breisgau since 2015 .

Location of the building area

The building area is located west of Besançonallee between the Mitte motorway feeder, Mundenhof and the existing Rieselfeld district . The first climate-neutral district of Freiburg with 6,500 apartments for around 15,000 people is to be built there. It is named after the Dietenbach , which runs through the building site. The Dietenbachpark on the other side of Besançonallee is to remain unchanged.

Planning history

The Dietenbach area has so far been designated as a floodplain where construction is prohibited. In order to still be able to build, an ecological district park with an average width of 35 meters is to be created around the course of the Dietenbach, which is designed as a flood area so that the Dietenbach can expand to this width during floods. Furthermore, the building site is to be filled up for groundwater protection so that the Dietenbach area is no longer a floodplain before construction begins.

In addition, the Bohrertal flood retention basin between Horben and Günterstal , which has been planned since 2007, should provide further flood protection by the beginning of 2022 . However, this construction project is being pursued independently of Dietenbach and is necessary to ensure flood protection for Günterstal, Wiehre , Weingarten and Haslach . In August 2019, the state promised the city of Freiburg a grant of 8.6 million euros for the construction of the 13.5 meter high, 275 meter long and up to 80 meter wide dam in the Bohrertal. It is also planned to increase the existing flood retention basin on the Breitmatte between Günterstal and Wiehre. The city expects total costs of 19.6 million euros. A farmer and conservationist are against the drill dam. There was also resistance from the Mittel- und Unterwiehre citizens' association to increase the dam on the Breitmatte by two meters. The construction work is scheduled to last from autumn 2019 [obsolete] until the end of 2022 Template: future / in 2 years.

In October 2018, the winner of the urban planning competition was determined, and it was won by the architects K9 Architects from Freiburg. The construction area covers around 110 hectares, of which around 25 hectares are being built on.

In February 2019, 8.5 hectares were still missing from the building site. The Lord Mayor would like to solve the problem with these missing areas in dialogue, if possible, without expropriating them. If expropriation had to be carried out, those affected would only get € 15 per square meter and not the € 65 negotiated with the savings bank company. In March 2020 it was said that there are contracts or agreements on the sale with over 400 of the previous property owners. For four owners with a total of one hectare of land, the city will initiate expropriation proceedings from the second quarter of 2020.

After the plans for the new urban area had passed the public bodies, resistance arose in part of the population. Signatures were collected to get a referendum . With more than 12,500 signatures, the quorum of 11,812 (7% of citizens eligible to vote) was exceeded, so that the referendum could take place on February 24, 2019. He should decide whether the site can be built on. It was the sixth referendum in the history of the city of Freiburg. The question on the ballot paper was: “Should the Dietenbach area remain undeveloped?” A majority of more than 34,245 votes (20% of those eligible to vote) was necessary so that the result of the referendum is just as binding for the municipal council as a resolution. The result of the referendum was - with a turnout of 49.6% - 60% no votes, so the area is being built on.

As part of the referendum , the Freiburg advertising agency Feyka & Herr created the website dietenbach-votum.de , with a vote on Dietenbach. The site should show how easily voters can be manipulated by information (true, false, advertising). The page, which had no legal notice, privacy policy or information about the operator, was switched off or redesigned after a very short time. The cost was € 217.51 ​​per week and 27,904 people were reached, 1,448 of whom visited the site and 778 voted.

In the time before the referendum, the Holbeinpferdle was painted by supporters of the new district. You can see the ticked No, which was necessary for the development to take place. With this painting, it was dismantled on February 20 for restoration by a specialist company.

According to Mayor Martin Horn, the entire referendum cost a total of € 580,000, including the election campaign € 310,000, including the event in the concert hall and the election itself € 210,000. Due to the referendum, the planning was delayed by about a year, the project manager believes that the goal of moving into the first apartments in 2024 is still possible, but the mayor expects 2026.
