Political career

In 2018, Horn ran for the office of Lord Mayor of Freiburg. The SPD and the Freiburg Lebenswert voter initiative supported him in the election campaign . During the election campaign, a possible connection between Horn and the evangelical-charismatic Free Church ICF and its involvement in Horn's campaign team was discussed in the media . Shortly before the election, Horn, at the invitation of an ICF preacher, attended two ICF Freiburg events. In a newspaper interview, Horn stated that he was neither a member of the ICF nor any other evangelical free church, but a member of the evangelical church.

With 34.7% in the first ballot on April 22, 2018, Horn received 3.4 percentage points more votes than the incumbent Lord Mayor Dieter Salomon ( Greens ).

Four candidates ran in the second ballot on May 6, 2018. Horn achieved most of the votes cast with 44.2%; a simple majority was enough to win the election. He told the Badische Zeitung that his 100-day program would focus on the housing situation and proximity to the citizen . At the election ceremony, a 54-year-old man attacked him and injured his face; the nasal bone was broken and a tooth was damaged. The perpetrator was caught on site, he is said to have psychological problems.

Due to the action for contesting the election of an opposing candidate who was not admitted to the election, Horn was initially unable to take up the office of Lord Mayor as planned on July 1, 2018. However, the local council appointed him as administrator ; so he was temporarily head of administration without voting rights in the municipal council. On March 5, 2019, the action to avoid the election was finally rejected by the Administrative Court of Baden-Württemberg . In March 2020, he campaigned for the admission of unaccompanied, minor children from Greek refugee camps.
