Lists of technical building regulations
The lists of the technical building regulations (LTB) exist in all 16 German federal states . They contain numerous technical rules from the areas of building law and plant safety for the planning, dimensioning and construction of structural systems or their parts. These are primarily DIN standards as well as building inspection guidelines and those issued by special specialist committees. These lists are declared binding in all federal states by Section 3 Paragraph 3 of the Model Building Regulations or the corresponding paragraph of the respective state building regulations . By introducing a certain technical rule as a technical building regulation, this rule changes its legal character, since it is no longer merely a recommendation, but must be observed by the respective building supervision authorities within the scope of the corresponding state building regulations.
For the lists of the technical building regulations, the German Institute for Building Technology (DIBt) creates a sample list on behalf of the federal states, which the federal states transfer to their own lists with more or less large deviations. The sample list of the technical building regulations is published by the DIBt at regular intervals, i. d. Usually reissued annually.
These lists usually consist of three parts in accordance with the sample list:
- Part I: Technical rules for the planning, dimensioning and construction of structural systems and their parts, in which construction products according to European technical approvals and harmonized standards are installed.
- Part II: Application regulations for construction products and kits according to European technical approvals and harmonized standards according to the EU Construction Products Directive (89/106 / EEC).
- Part III: Application regulations for construction products and kits that fall within the scope of ordinances according to Section 17 Paragraph 4 and Section 21 Paragraph 2 of the Model Building Regulations.
The technical rules for building products are also published by the DIBt in the building rules list A in accordance with Section 17 (2) of the model building regulations (or the corresponding regulation in the state building regulations ).
