Lucien Edward Blackwell (born August 1, 1931 in Whitsett , Fayette County , Pennsylvania , †  January 24, 2003 in Philadelphia , Pennsylvania) was an American politician . Between 1991 and 1995 he represented the state of Pennsylvania in the US House of Representatives .

Career

Lucien Blackwell attended the public schools in his home country and then served in the US Army in 1953 and 1954 . From 1973 to 1991 he was regional president of the International Longshoremen's Association . Politically, he joined the Democratic Party . Between 1973 and 1975 he was a member of the Pennsylvania House of Representatives . From 1974 to 1991 he was a member of the Philadelphia City Council. In 1979 and 1991 he ran unsuccessfully for the office of mayor of Philadelphia, where he failed in the 1991 primary.

After the resignation of MP William H. Gray , Blackwell was elected as his successor to the US House of Representatives in Washington, DC at the by-election due for the second seat of Pennsylvania , where he took up his new mandate on November 5, 1991. After being re-elected, he could remain in Congress until January 3, 1995 . In 1994 he was no longer nominated for re-election by his party.

After the end of his time in the US House of Representatives, Lucien Blackwell worked as a lobbyist. He died in Philadelphia on January 24, 2003.
