The MPI HSP46 is a four-axle diesel-electric locomotive , currently of Motive Power, Inc. is developed. It will meet the American EPA Tier 3 emissions standards. The first customer is the Massachusetts Bay Transportation Authority (MBTA), whose commuter trains are operated by the Massachusetts Bay Commuter Railroad Company (MBCR).

On July 14, 2010, MBTA's Board of Directors approved the procurement of 20 new HSP46 diesel locomotives valued at $ 114.63 million from MotivePower, Inc. These locomotives are powered by GE GEVO-12 diesel engines from GE Transportation Systems , equipped with a static converter for the train busbar and able to meet the stringent requirements of Tier 3 emission regulations. The AC - motors , the inverter and control systems supplied by GE, while MPI will supply the braking systems, compressed air systems and cooling systems. The locomotives will be manufactured at Motive Power's facility in Boise , Idaho . The new locomotives are to replace the 20 oldest locomotives of the MBTA.

Delivery of the vehicles is scheduled to begin in 2013. In July 2011, the MBTA had a vote on the color design of the new locomotives. Design images of the HSP46 will also be shown for the first time. The majority of customers voted for a design with a large T logo.

The MPI HSP46 succeeds the successful MPI MPXpress model .
