Manuel Gaspar Soares da Silva (born August 16, 1959 in Uato-Lari , Portuguese Timor ) is a politician from East Timor . He is a member of the FRETILIN party .

Silva holds a Bachelor of Education. He used to work as a teacher. In 1975 he witnessed the assassination of the Balibo Five by the invading Indonesian troops. From 2012 to 2017, Silva was a member of the National Parliament of East Timor and a member of the Commission for Foreign Affairs, Defense and National Security (Commission B). In the 2017 elections , he was no longer on the FRETILIN electoral list.
