Marcelino dos Santos (born May 20, 1929 in Lumbo , † February 11, 2020 in Maputo ) was a Mozambican politician and writer .

He was a founding member of FRELIMO , in which he made it to vice-president. After Mozambique gained independence in 1975, Marcelino dos Santos became the first Minister for Planning and Development in the Machel I cabinet . He held the office until the election of the country's first parliament ( Assembleia Popular ) in 1977 , when he became its president. He in turn held this office until the first multi-party election was held in 1994 .

Under the pseudonyms Kalungano and Lilinha Micha he published poems in a publishing house in Lisbon . Under his official name, he published a book in 1987 about the Associação dos Escritores Moçambicanos (Mozambican Writers' Association) under the title Canto do Amor Natural .

He was buried on February 19, 2020 at Praça dos Heróis Moçambicanos .
