Parliamentary elections in Mozambique in 1994

The parliamentary elections in Mozambique in 1994 took place in Mozambique from October 27-29, 1994 and marked the transition to a multi-party system as the first multi-party elections in Mozambique's history . The 16-year bloody Mozambican civil war had just ended two years at the time of the election and the main opponents of the election were also the two former opponents of the civil war: the Frente da Libertação de Moçambique (FRELIMO), state party and since the country's foundation from 1975 to 1992 Mozambique's only admitted party and, on the other hand, the former guerrilla organization Resistência Nacional Moçambicana (RENAMO), which had only recently turned into a party. Since these elections were intended to confirm the fragile end of the civil war, they were received by 2,400 international observers, including a. monitored and found free and fair by the UN Operation in Mozambique ( ONUMOZ ), the European Union , the Organization for African Unity (OAU) and the Association of European Parliamentarians for Southern Africa ( AWEPA ). The cost of the election were on 249 million US dollar appreciated. Immediately before the election, RENAMO threatened to withdraw from the elections, citing alleged preparations for large-scale electoral fraud by the government. The crisis was averted through talks between RENAMO leader Afonso Dhlakama and donors.

Results

FRELIMO won the elections with a clear lead over RENAMO and although it did not win the majority of the votes, it did win a majority of the seats. RENAMO became the largest opposition party with a good third of the vote. Nevertheless, this election result was better for RENAMO than many had expected, as RENAMO had hit large parts of the country with terror during the civil war. One possible explanation is the fact that RENAMO ruled about a third of the country at the time of the elections and that international food aid was attributed to RENAMO more than the government by the population. In addition, RENAMO was financially supported by both the Catholic Church and US organizations, as they only saw a strong RENAMO opposition as a guarantor for maintaining the peace.

The results of the twelve parties that were standing or allowed to vote were insignificant with the exception of a good 5% of the votes of the party alliance Unaio Democrática de Moçambique (UDEMO), which was not even able to build on this modest success in the following elections. The turnout was an exceptionally high 87% of those eligible to vote.

FRELIMO had its strongholds in the south and the extreme north of the country, RENAMO, on the other hand, in the provinces of the center, in Manica , Sofala , Tete , Zambezia and Nampula . In Sofala (with the second largest city in the country, Beira ), RENAMO won more than 80% of the vote.
