Maria Fernanda Lay (born November 10, 1954 in Baucau , Portuguese Timor ) is a politician from East Timor . She is a member of the Congresso Nacional da Reconstrução Timorense (CNRT) party. In 2012 Lay was a member of the supervisory and audit committee of the party.

Career

Lay studied telecommunications at the Academy in Bandung . She used to work as a project manager for USAID / ARD.

Lay has been a member of the East Timorese national parliament since 2007 . From 2007 to 2017 she was a member of the Commission for Internal Rules, Ethics and MEPs (Commission G, from 2007 to 2012 as Chair) and from 2012 to 2017 a member of the Commission for Public Finance (Commission C). From 2012 to 2017 she was also the secretary of the Parliament's Bureau. From 2017 until the new elections in 2018 , Lay was Vice-Chair of the Public Finance Commission (Commission C). After the dissolution of parliament, Lay took up position 12 in the new elections on May 12, 2018 for the Aliança para Mudança e Progresso (AMP), to which the CNRT also belongs, and moved back into parliament. She is now President of the Public Finance Commission (C).

Lay has been secretary of the national group of the Association of Representatives of the Community of Portuguese -Speaking Countries (AP-CPLP) since 2010 , was general secretary of the women's network of AP-CPLP from 2010 to 2015, and acting vice-president of the Global Organization of parliamentarian against corruption (GOPAC) from 2012 to 2015 and coordinator of the 10º FED PRO-PALOP project at the National Parliament (2014-2016).

On June 17, 2020, Lay clashed with KHUNTO MP Olinda Guterres . Guterres had asked Lay to speak Tetum and not Portuguese in the parliamentary debate because not everyone understands that. Lay referred to the constitution , according to which Portuguese is an official language equivalent to Tetum. Guterres should use the free offer for Portuguese lessons from Parliament. Guterres is said to have called Lay a "Chinese pirate" (china pirata) , whereupon the two women fisted until they were separated from other MPs.
