Masaaki Ōsawa ( Japanese 大 澤 正 明 , Ōsawa Masaaki ; born January 21, 1946 in Ojima , Nitta County (now: Ōta ), Gunma Prefecture ) is a Japanese politician and was governor of Gunma from 2007 to 2019.

Life

Osawa, a graduate of Keio University and the " Officer Candidate School of Marine Self-Defense Forces " ( rikujō jieitai Kambu kōhosei Gakko ), worked from 1971 for the construction company KK Osawa kensetsu ( 大沢建設 ). After 1983 he was a member of the Ojima City Council for a total of two terms, from 1991 he was a member of the Gunma Prefectural Parliament for the Liberal Democratic Party (LDP) in the constituency of Nitta (two seats) for four terms , where he was last confirmed in 2003 without a vote. From 2006 he was President of the Prefectural Parliament.

In 2007 Ōsawa ran as an LDP candidate with the support of Kōmeitō in the gubernatorial election against long-time incumbent Hiroyuki Kodera - also a former LDP candidate - and three other applicants. Gunma is considered a "conservative kingdom" ( hoshu ōkoku ), that is, an LDP stronghold, and is the home of the political families of Prime Ministers Nakasone , Obuchi and Fukuda - Fukuda's son Yasuo supported Ōsawa in the election campaign. Ōsawa received 305,354 votes and narrowly beat Kodera (292,553 votes). He took office on July 28, 2007.

As governor, Ōsawa criticized the decision of the new government in Tokyo under Yukio Hatoyama in 2009 not to build the Yamba dam on Agatsuma , which had been planned for decades . In the 2011 and 2015 gubernatorial elections , Ōsawa was re-elected for two further terms by a two-thirds majority. As he announced in 2018, he was no longer running for a fourth term in July 2019; Ichita Yamamoto was elected to succeed him, previously LDP Senator for Gunma.
