Mikhail Mikhailovich Kotjukow ( Russian Михаил Михайлович Котюков ; born December 21, 1976 in Krasnoyarsk , Soviet Union ) is a Russian politician . Since 2018 he has been Minister of Science and Higher Education of the Russian Federation .

Life

Kotyukov graduated from Krasnoyarsk State University in 1999 as an economist in finance and credit. From November 1997 to December 2000 worked as the chief economist of a credit department and head of the control and audit department of the main financial administration of the Krasnoyarsk Territory . From July 2001 to March 2002 he was the head of the finance department of the open joint-stock company "Krasnoyarskagropromstroi". The company was responsible for the construction of part of the M53 trunk road . From May 2002 to March 2003 he worked as a leading specialist in a department for budget policy, finance and credit resources and head of a department for investment funds and ecology in the Krasnoyarsk administration. From March 2003 to March 2007 he worked in the Krasnoyarsk regional administration as the deputy head of the financial administration. From October 2005, Kotjukow was the first deputy head of the finance department.

From March to July 2007, he was Vice-Rector of Economics and Finance at the Siberian Federal University. He then became Deputy Governor of the Krasnoyarsk Territory and Head of Finance of the Regional Administration and, from July 2008, Minister of Finance of the Krasnoyarsk Territory. From December 2008 to April 2010 he was appointed Deputy Chairman of the Government and Minister of Finance of the Krasnoyarsk Territory.

From April 2010 to June 2012 he was head of budget policy for science and social affairs at the Ministry of Finance of the Russian Federation. From June 13, 2012 to October 24, 2013 he was Deputy Minister of Finance Siluanov and headed the financing of the social sector, including science. On October 24, 2013 he became head of the Federal Agency for Scientific Organizations (FAWO). The agency was established in September 2013 as part of the reform of the Russian Academy of Sciences . Kotyukov's activity drew criticism from the scientific community. In particular, the President of the Academy of Sciences Sergeyev criticized the sharp increase in the bureaucratization of scientific activity, the enlarged administrative apparatus with a simultaneous deterioration in the quality of administrative work. He also complained about the agency's interference in the management of scientific research.

On May 18, 2018, by decree of President Putin , Kotyukov was appointed Minister of Science and Higher Education.

Kotyukov is married. He is the father of a son and a daughter.
