Ministry of Health, Labor and Social Affairs
The Japanese Ministry of Health, Labor and Welfare ( Japanese 厚生 労 働 省 , Kōsei-Rōdō-shō ; English Ministry of Health, Labor and Welfare , MHLW ) was created in the administrative reform of 2001 through the amalgamation of the Ministry of Health and Welfare ( 厚生 省 , Kōsei-shō ) and the Ministry of Labor ( 労 働 省 , Rōdō-shō ). The MHLW is responsible for the pension system, health care and state health insurance, unemployment benefits, the labor market and occupational safety. It is thus responsible for most of Japan's social security benefits, which, at 21 trillion yen, accounted for almost half of the Japanese budget's spending of 46 trillion yen in fiscal 2007 (excluding debt servicing and government allocations).
The Ministry of Social Security ( 社会 保 険 庁 , Shakai Hoken-chō ) and the Central Labor Commission ( 中央 労 働 委員会 , Chūō Rōdō Iinkai ) are subordinate.
