Narciso Ntugu Abeso Oyana (born September 17, 1957 ) is an Equatorial Guinean ambassador .

Narciso Ntugu Abeso Oyana graduated in 1981 with a degree in foreign policy from the Escuela Diplomática de Madrid . In 1983 he studied public administration in Paris. In 1986 he entered the foreign service and was employed in Cairo . From 1986 to 1990 he was secretary of legation second class in Abuja ( Nigeria ), from 1990 to 1997, he Legation Secretary of second class in Addis Ababa from 1997 to 1998 he was secretary of legation first class in Washington, DC He legation secretary first class of 1998 was to 2000 at the UN headquarters . From 2000 to 2002 he was ambassador to Paris and from 2002 to 2010 ambassador to Beijing . From March 19, 2010 to November 27, 2012 he was Ambassador to Madrid and was also accredited to the Holy See .
