Naval is a municipality in the Philippine province of Biliran .

Naval is the seat of the provincial government of the province of Biliran and also the seat of the diocese of Naval . The island of Higatangan belongs to the community , the crossing takes about 45 minutes. The former president Ferdinand Marcos is said to have lived on it during the Second World War.
