The New Potsdam Edict of Tolerance is a cooperation project between the state capital Potsdam and the association proWissen Potsdam e. V.

It sees itself as a new edition of the Edict of Potsdam from 1685.

The edict contains basic rules and guiding principles for living together in the city, which were jointly developed in an eight-month discussion on cosmopolitanism, tolerance and living together in Potsdam. It was published on August 10, 2008 by Potsdam's Lord Mayor Jann Jakobs ( SPD ) and the political scientist Heinz Kleger ( University of Potsdam ).

As early as 2007, the city administration planned to draw up a document linked to the edict of 1685, to which all public institutions should feel obliged. The drafting of the document should be done by the former government spokesman Uwe-Karsten Heye . Ultimately, the project was implemented as part of Potsdam's (but then failed) application as a city ​​of science . The campaign was financed with 40,000 euros by the Stifterverband für die Deutsche Wissenschaft.

Course of action

On January 23, 2008 the Lord Mayor of Potsdam Jakobs and the professor of the University of Potsdam Heinz Kleger presented 10 theses written by Kleger, which deal with the coexistence in Potsdam between old and new Potsdamers and different social groups. These theses were then discussed by the population of Potsdam. For this purpose, an Internet platform was switched on, which, according to the initiators, had 70,000 hits by the end of September. In the city area, 66 boards with the theses were set up at 60 locations, on which the citizens could express their opinion on Kleger's theses. There was also a poster and postcard campaign. These expressions of opinion were ultimately incorporated into a 100-page book, the actual new Potsdam Edict of Tolerance, which was presented to the public by Mayor Jakobs on October 10, 2008.

The edict consists of a preamble and three parts. The first part relates to the edict of 1685 and was written by Heinz Kleger. The second part contains the results of the public debate. To this end, numerous expressions of opinion are documented, evaluated and summarized. Decision of the OVG Berlin-Brandenburg of September 14, 2012

The right-wing extremist NPD planned a demonstration in Potsdam on September 15, 2012. On the other hand, the alliance "Potsdam shows its colors" and numerous named persons, including the Mayor of Potsdam Jann Jakobs, called for a festival of tolerance. The NPD had then filed a lawsuit against the city of Potsdam, represented by the mayor, and insisted on his neutral role as an administrative officer. The Potsdam Administrative Court dismissed the lawsuit on September 4, 2012 and referred among other things. a. to the New Potsdam Edict of Tolerance, in that "tolerance and peaceful protest against expressions of opinion of others ... primarily taking into account the ..."
