The  Low Voltage Connection Ordinance ( NAV ) regulates the relationship between the energy supply company (EVU) and the consumers of electricity for the general supply. This means the so-called tariff customers, in contrast to so-called special customers.

The ordinance was issued on November 1, 2006 by the Federal Government and the Federal Ministry of Economics and Technology with the consent of the Bundesrat . It came into force on November 8, 2006 and, for the grid area, changed the “Ordinance on General Conditions for the Supply of Electricity to Tariff Customers (Electricity Supply Conditions Ordinance - AVBEltV)” of June 21, 1979 ( Federal Law Gazette p . 684) replaced.

Compared to the AVBEltV that was previously in force, the NAV is distinguished by its significantly more customer-friendly regulations. It must now, for example, the RU in the event of a supply interruption resulting measurement damage claimed to prove that this or its agents (the RU staff) or its assistants not at fault (ie third-party companies that can act on behalf of the RU) have in order not to have to comply with an obligation to pay compensation ( reversal of the burden of proof ).
