From August 1929 to September 1930 Pfaff was a member of the Reichstag in Berlin as a member of constituency 12 (Thuringia). He did not receive his mandate by direct election, but as a substitute for Emil Höllein , the actual holder of the Thuringian mandate, who had died in August 1929.
