Norbert Niehues

Norbert Niehues (born August 15, 1935 in Stadtlohn ; † October 3, 2017 ) was a German lawyer and legal scholar . He was presiding judge at the Federal Administrative Court .

Life

Niehues was born in Stadtlohn in the Münsterland. He attended elementary school and high school there. After graduating from high school in 1954, Niehues began studying law at the University of Cologne in 1956 , continued at the University of Münster from 1957 to 1959 , and after completing his legal clerkship at the Hamm Higher Regional Court in 1959, he passed the first state examination in law . He then completed his legal preparatory service at the Düsseldorf Higher Regional Court and passed the second state examination in 1964. In 1963 he earned his doctorate in law with a dissertation on "Reality in Administrative Law".

From 1964 to 1977 Norbert Niehues was an administrative judge at the Münster Administrative Court , then at the Münster Higher Administrative Court . At the same time, he was teaching public law at the University of Münster .

In 1977 Niehues was appointed federal judge. He initially exercised this function in the Fourth Senate of the German Federal Administrative Court in Berlin, which was responsible for building and specialist planning law . There Niehues was chairman of the Sixth Senate from 1991 until he retired in 2000, with responsibility for culture, education, school and examination law. In this area he also worked as an author of scientific publications, wrote reports, held seminars and lectures and is a member of specialist committees.

From 1995 to 1998 Niehues was a lecturer in public law at the Humboldt University in Berlin .

  • 2000: Great Cross of Merit of the Federal Republic of Germany
  • January 2010: Hedwig medal in silver from the Archdiocese of Berlin for the chairmanship of the arbitration board and since membership in the Board of Trustees of the School Foundation in the Archdiocese of Berlin
