Officer in Tactical Command
Officer in Tactical Command ( OTC ) is in the parlance of NATO and English-speaking navies the term for the tactical leader of a naval unit at the level of a task unit , task group or task force .
An association leader who is on board his flagship with his staff is regularly used as OTC . The rank of OTC depends on the size and composition of the association. The commander of a US Navy operational fleet is OTC in the rank of Vice Admiral , the leader of a NATO Mine Countermeasure Group is a frigate captain . In the case of smaller units put together for a time-limited task, the longest-serving commander of a warship involved can be entrusted with the tasks of the OTC.

The officer in Tactical Command is responsible for the tactical guidance of the forces subordinate to him. He is therefore responsible for the military use of these means, which may include warships, embarked aircraft and helicopters, special forces and landing forces. The spectrum of its general responsibilities is defined in NATO regulations; the OTC receives its specific mandate from its superior Operational Control Authority ( OCA ), a headquarters on land.
Limitations on authority
The OTC has exclusive authority over the units subordinate to it within the framework of the specific exercise or mission assigned to it. He is not authorized to subordinate other units to his association or to exercise authority over other associations.
