The Portuguese Orthography Convention 1990 ( Portuguese Acordo Ortográfico de 1990 ) is an international agreement signed in 1990 that was intended to establish a unified orthography of Portuguese that is used in the community of Portuguese-speaking countries . It was signed by official representatives from Angola , Brazil , Cape Verde , Guinea-Bissau , Mozambique , Portugal and São Tomé and Príncipe in Lisbon on December 16, 1990. After its independence, Timor-Leste also joined in 2004. A delegation of observers from Galicia was also present during the negotiations on the agreement .
The convention was intended to put an end to the existence of two different spelling norms, which applied in Brazil on the one hand and Portugal and the other lusophone countries on the other, in order to increase the international reputation of the Portuguese language, as stated in Article 1 of the agreement.
The adoption of the new spelling will affect around 1.6% of words in Portugal, Portuguese-speaking Africa, Timor-Leste and Macau, and around 0.5% of all words in Brazilian.
The adoption of the Convention was brought about by consensus among linguists, philologists, academics, journalists, writers, translators and personalities from the arts, universities, politics and economics of different countries.

The rules of the 1990s Agreement are binding in Brazil, Cape Verde and Portugal so far (as of January 2016); their adoption is also in progress in the rest of the lusophone countries.
