Local knowledge examination

In the Federal Republic of Germany must for obtaining the license to transport passengers with taxis in front of the competent road traffic authority (driving license authority or under state law specific location) a local knowledge test will be stored for the detection of local knowledge (§ 48 para. 4 no. 7 license regulation). In its session on July 7, 2017, the Federal Council approved the abolition of the local knowledge test for ambulance and rental car drivers in places with more than 50,000 inhabitants. Previously, this test also had to be taken in municipalities with a size of more than 50,000 inhabitants with a driver's license for passenger transport by rental car or ambulance.

Exam content

The test is usually taken at the district administration authority or the TÜV . The costs for an exam are usually around € 30 to € 55 per exam; prices vary between municipalities .

The scope of such an examination is subject to the regulations of the issuing authorities . It extends locally to the compulsory driving area specified in the regional taxi tariff regulations , for which there is an obligation to transport .

Depending on the size of the municipality, the exam can consist of a few questions to be answered orally or a written and oral part based on a catalog with up to over a thousand detailed information (streets, squares, authorities, police stations , hospitals , old people's homes , cemeteries, hotels , Consulates / embassies , inner-city connections etc .; in Berlin e.g. approx. 600 streets and squares plus approx. 440 so-called objects = starting and destination points)

Examination process

In the past, the local knowledge test was almost exclusively taken orally, nowadays the oral test is usually supplemented or even replaced by a written test.

In large cities, districts or municipalities there are different cab districts; the test is then only required for the respective cab district and not for the entire city / district. However, there is no uniform regulation within Germany.

Local knowledge test in Berlin

Today's Berlin examination procedure is supplemented by a preceding oral examination, whereby the oral examination, in which at least two out of three "target trips" must be designed and presented in detail and absolutely correctly, can be much more difficult.

The questionnaire can contain questions such as

Local knowledge test in Munich

The local knowledge test in Munich comprises several subtasks, which are queried in writing. The roads and destinations for the individual sub-areas are dictated to the test subjects.

In the examination parts questions about the city center , the questions about the city area and the questions about the region , streets, destinations and places are dictated by the examiner. Four streets and four destinations are specified for the city center, four streets and three destinations for the urban area and five locations and five destinations for the region. These must be written correctly and drawn on the respective city map.

In addition to the map markings, the check includes querying the tariff zones. A distinction is made between tariff limits ( multiple choice ) and tariff questions (entry of the correct tariffs for the example cases listed).

For the sub-areas addresses, district streets and squares , the respective addresses and assignments must be specified. In addition, sights and hotels are queried using image templates.

The shortest journeys (six journeys with a starting point and a destination) must be correctly specified based on a given starting point and destination. All streets, towns, destinations, addresses, squares and districts can be asked as starting or destination points. The precise evaluation is the responsibility of the respective examiner.
