The East Prussian government in Königsberg was a higher judicial authority in the Kingdom of Prussia . The judiciary has always been in the north wing and the administration in the east wing of the Königsberg Palace .

prehistory

King Friedrich Wilhelm I had commissioned his Minister of Justice, Grand Chancellor Samuel von Cocceji , to work out a judicial reform and general land law for the Prussian states . In 1751 Cocceji came to Koenigsberg on an inspection trip. The reorganization of the Prussian legal system dragged on for decades. In the name of Frederick II , Grand Chancellor Johann Heinrich von Carmer was supposed to complete the task. With the go. Councils Oberamtsrat Carl Gottlieb Svarez and Kammergerichtsrat Otto Nathanael Baumgarten came Carmer in September 1781 to Konigsberg, to get an idea of the administration of justice on the floor of the new Corpus Juris Fridericianum to make. The tribunal, court court, criminal college, pupil college , Oberburggräfliches Amt and the combined city court were the focus of her interest. They wanted to remedy the abuses found by reforming judicial constitutional law.

Task and structure

In 1782, all royal courts were combined as the "East Prussian Government". She was initially responsible for all civil and criminal justice matters, mortgage, pupil and deposit matters, which belonged to a higher court of the sovereign jurisdiction. The first senate of the East Prussian government corresponded to the former court court, the second to the tribunal, from which the higher regional court of Königsberg emerged in 1815 . The first chief presidents of the East Prussian government were Friedrich Alexander von Korff and Ludwig Finck von Finckenstein (1784).

The reorganization introduced the separation of justice and administration. The "Prussian Government" (the former Oberratsstube ) was called the "East Prussian Government" from 1773 and the "East Prussian Budget Ministry" from 1781, which was solely responsible for sovereign, church and school matters.

The "Court of Insterburg ", in West Prussia the "Government of Marienwerder " and the "Court of Bromberg " were also established as higher courts .
