Pactos Dawson
The Pactos Dawson or Dawson Pacts were a bundle of unilateral commitments signed by Nicaraguan government officials on October 27, 1910.
After José Santos Zelaya's resignation , William Howard sent Taft , Thomas Cleland Dawson . The government in Managua gave him contractual assurance that "your actions will be based on the instructions of the US government".
The agreement continues:
“The government of Nicaragua appoints the president after consultation with the USA ... The government of Nicaragua undertakes to take out a US loan of 30 million dollars. Nicaragua provides the following guarantees for this: the railroad, the entire revenue of the state, control over the National Bank and the guarantee that US officials can enter Nicaragua at any time and uncontrolled .. Every discrepancy should be clarified by a commission, consisting of two Nicaraguans and two North Americans. The decisions of this commission will become effective when the US Secretariat for Foreign Affairs has examined and accepted them. "
The US government sent Thomas C. Dawson to Managua to help establish a constitutional government with free elections. The rehabilitation of the financial system and the payment of legitimate domestic and foreign debts were also planned.
Dawson arrived on October 18, 1910. After days of negotiations on a US warship, Juan José Estrada , Adolfo Díaz and Luís Mena Solórzano agreed to call for the election of a constituent assembly. The assembly was to elect a president and a vice-president for two years, the leaders of the revolution agreed to support Juan José Estrada in his presidency and Adolfo Díaz in the vice-presidency.
On October 27, 1910, General Juan José Estrada, Foreign Minister Adolfo Díaz, War Minister Luís Mena Solórzano and Emiliano Chamorro Vargas signed a series of letters of commitment commonly known as the Dawson Pacts , although Thomas C. Dawson did not sign them.
