Panagiotis Georgiou Karkatsoulis ( Greek Παναγιώτης Γεωργίου Καρκατσούλης ; born January 5, 1958 in Athens ) is a Greek lawyer, administrative scientist and politician. He was a member of the Greek parliament from January to August 2015 , where he was chairman of the To Potami faction .

Life

Karkatsoulis graduated from the Athens University Law School . He received his doctorate in 1986 from Bielefeld University with a dissertation on a legal sociological topic (incest and criminal law). According to his own statement, he is influenced by the teaching of Niklas Luhmann .

Karakatsoulis has been teaching policy analysis and administrative reform at the National School of Public Administration ( Εθνική Σχολή Δημόσιας Διοίκησης , ESDD) since 1989 . He has also worked as a scientific advisor in the Greek Presidential Ministry (comparable to the Chancellery or a State Chancellery) and as head of the strategic planning department in the Ministry of Administrative Reform and E-Governance. Among other things, he initiated the “ Citizen Service Centers ” ( Κέντρα Εξυπηρέτησης Πολιτών , KEP), in which the services of various authorities were made available at a single local point.

In addition, he also advised government agencies in other countries (Macedonia, Kosovo, Uzbekistan, Syria, Indonesia, Russia, Georgia, Cyprus) on administrative reforms and was appointed as an expert by the United Nations Development Program (UNDP), the Organization for Economic Cooperation and Development (OECD) and invited to the World Bank . Karkatsoulis was the Greek representative in the high-level advisory group for better regulation set up by the European Council, the “Almond Kernel Group”, which met between 2000 and 2001 . In 2009 he was a reviewer for Denmark and Germany in the context of the OECD report Better Regulation in Europe . In 2010, he and others founded the non-governmental Institute for Research Regulatory Policies (INERP). The American Society of Public Administration (ASPA) honored him with the “International Public Sector Award” in 2012, whereupon some media dubbed him “the best civil servant in the world”.

In January 2015 , Karkatsoulis was elected to the Greek parliament for the liberal party To Potami ("The River") founded a few months earlier . There he took over the chairmanship of the Potami faction. After the early elections in September 2015 , he left parliament again. Since 2017 he has been writing a weekly column in the daily newspaper Ta Nea .
