Parliamentary election in Monaco 2013
The election of the Conseil National , the Parliament of the Principality of Monaco , took place on February 10, 2013.
Electoral system
Voters can either choose an electoral list or variegate candidates from multiple electoral lists . The 16 candidates with the most votes move into the Conseil National, while the remaining eight seats are allocated on the principle of proportional representation to the parties that received more than five percent of the vote .
Starting position
The majority of the parties formed alliances in the last legislative period of the Conseil Nationals, whose candidates each formed a common electoral list for this election . These alliances are the Horizon Monaco , consisting of the parties Union de Monégasques and Union Nationale pour l'Avenir de Monaco , and the Union Monégasque , consisting of the parties Rassemblement et Enjeux , Union pour la Principauté and Synergie Monégasque . In addition, the newly founded Renaissance party , which consists only of employees working in Monaco, primarily croupiers , of the Société des bains de mer (SBM), a company that runs many tourist businesses and casinos in Monaco, also took part for the first time.

The elections took place on February 10th, and on election day you could use local public transport free of charge. The projections were broadcast on a large screen at the only election office at Salle du Canton . Of the 6825 Monegasque citizens who were eligible to vote, 5088 exercised their right to vote, which corresponds to a turnout of 74.55 percent.
Election observation
Following an invitation from Monaco's permanent representative to the OSCE , a four-person international team of experts led by the Pole Konrad Olszewski observed the parliamentary elections. The final report came to the conclusion that the elections were free and proceeded correctly, but also raised some points of criticism.
