Parodia tilcarensis usually grows individually. The cloudy, leaf-green, spherical to cylindrical shoots reach heights of growth of up to 15 centimeters and the same diameter. The apex of the shoot is covered with thick white wool. The approximately 20  ribs are easily subdivided into cusps. The areoles on them are white. The scars are pale yellow. The greenish yellow spherical fruits are about 4 millimeters long. They contain hemispherical, black, somewhat glossy seeds about 0.7 millimeters in length that are humped.
