In many pastoral associations, the parish council is formed as a general parish council at the level of a pastoral association instead of a parish. Church councils are still elected for each independent parish.

Structural changes

The German Bishops' Conference dealt at the Spring General Assembly in April 2007 with the issue of reorganization of the pastoral structures in the German (arch) dioceses. Then two working aids were published: “More than structures […] developments and perspectives of pastoral reorganization in the dioceses” and “More than structures [.…] Developments and perspectives of pastoral reorganization in the dioceses”.
