Other priests and deacons can be assigned to this. Together with full-time employees, they form the so-called pastoral team.

A pastoral area is usually formed from at least two congregations, with the number of congregations united being open. The size of pastoral spaces differs greatly depending on the diocese. There are pastoral rooms, for example. B. in the Diocese of Limburg , in the Diocese of Aachen (as a community of parishes ) or in the Archdiocese of Hamburg , in the Archdiocese of Berlin a process has been underway since 2013 under the motto "Where Faith wins Space", which by around 2022 the 104 parishes to around 30 pastoral rooms, which will ultimately merge into a parish (upper level) with several parishes (lower level). In the Archdiocese of Paderborn , 87 pastoral rooms are to be built by 2030, most of which have already been built (as of April 2015).
A pastoral area consists of at least one parish (if several parishes are merged into one overall parish). In pastoral rooms with two or more parishes or parish vicarages , which are the norm, these are united as a pastoral association. In many pastoral associations, the parish council is formed as a general parish council at the level of a pastoral association instead of a parish. Church councils are still elected for each independent parish.
Structural changes
The German Bishops' Conference dealt at the Spring General Assembly in April 2007 with the issue of reorganization of the pastoral structures in the German (arch) dioceses. Then two working aids were published: “More than structures […] developments and perspectives of pastoral reorganization in the dioceses” and “More than structures [.…] Developments and perspectives of pastoral reorganization in the dioceses”.
