Paul Lemmens

Paul Lemmens (born June 29, 1954 in Wilrijk ) is a Belgian lawyer , university professor and judge at the European Court of Human Rights .

Live and act

From 1971 Lemmens studied law at the University of Antwerp and the Catholic University of Leuven . In 1976 he obtained his licentiate . After a one-year research stay, he also received a Master of Laws from Northwestern University in Chicago in 1978 . After his return to Belgium, he worked at the same time as a lawyer in Brussels and from 1979 as a research assistant at a chair in civil litigation at the KU Leuven. In 1987, he was from the Catholic University of Leuven with a thesis on ECHR Dr. iur. PhD. Since 1986 he has been professor of human rights at the KU Löwen, from 1986 to 1995 he also taught civil procedural law, from 1995 to 1997 administrative procedural law and from 1997 to 2008 constitutional law. In addition, in 1994 Lemmens also became a judge at the Belgian Council of State , the highest Belgian administrative court, and in 2005 he became President of the Chamber there. From 2007 to 2012 he was also a member of the UNMIK advisory board .

In April 2012, Lemmens was elected to succeed Françoise Tulkens as representative of Belgium as judge at the European Court of Human Rights . He took up his term of office, which is expected to last until 2021, on September 13, 2012. From August 25, 2015 to October 31, 2015 and from November 3, 2018 to May 4, 2019, he was also deputy chairman of a section.
