From 1888 he attended the humanistic grammar school in Tilsit , where he passed the school leaving examination in 1897. From April 23, 1900 to May 3, 1902 he studied geodesy and cultural engineering at the Agricultural Academy in Bonn-Poppelsdorf. There he passed the land surveyor examination (1st state examination) on April 24, 1902 and the cultural technical examination on May 3. On May 28th of this year he received the Landmesser patent from the Royal Prussian Higher Examination Commission for Landmesser in Berlin. Then he was a surveyor at the geodetic-cultural-technical office of the General Commission in Düsseldorf. From 1903 to 1905 he was an assistant at the Agricultural Academy in Bonn, from 1905 to 1907 he was a surveyor in Aachen. After the 2nd state examination before the General Commission in Düsseldorf, Paul Samel became an assistant at the Geodetic Institute. In 1910 he received his doctorate in Marburg Dr. phil. In 1913 he received his habilitation in geodesy and applied mathematics, and from 1914 he received further teaching assignments.

As a volunteer, Samel took part in the First World War, from 1916 to December 31, 1918 in the field weather service and photo measurement system in Russia and France. In 1917 he received the Second Class War Merit Cross with Swords. On January 10, 1919, he took over a professorship in geodesy at the Agricultural University in Poppelsdorf , where he was rector or vice rector from 1922 to 1928.

In 1933, when the rector was elected, there was a battle vote between NSDAP member Wilhelm Klein and Paul Samel. On the website of the Rhineland Regional Association it says:

“In the renewed election on June 13, 1933, there was a tie between Klein and his opponent Paul Samel, so that the decision on the occupation of the office was proposed to the Minister of Agriculture, who, on the basis of the Poppelsdorf university statutes, spoke in favor of Samel, who, of course, was also an advocate loyal to the line of the National Socialist worldview. "

After the university was incorporated into the University of Bonn in 1934, he became a professor there. In a document from the university from 1935 on the membership of university members in Masonic lodges , Samel was listed as a former lodge member. In 1942 he retired. In 1956 he received the Federal Cross of Merit, First Class.
