The Human Resources Control is a process of persons, property and time-related generation of information on data of human resources . It is also referred to for short as personnel control and is intended to do justice to the principles of economic efficiency and humanity . This form of control represents an essential part of the human resource management process (area- related personnel process ) and follows the phases of personnel planning , personnel recruitment and personnel deployment, but also happens during the process.

Personnel control phases

Personnel management controls are carried out by personnel managers and can take place in the following stages for a company :

  • First, the target values ​​are recorded , which can for example consist of data on the planned target absenteeism of the operational staff, the total target personnel costs and the target figures for staff fluctuation .
  • Then the actual values for human resource management are to be determined. The given absences of the staff in the specialist departments or in the HR department itself are determined. In addition there are the actual values ​​of the personnel costs and the figures of the given personnel turnover.
  • The comparison of target and actual values of absenteeism, personnel costs and fluctuation provides important information about whether the goals aimed at by the managers have been achieved.
  • The analysis of the deviations between the target and actual values ​​provides valuable information about the causes of the deviations, e.g. B. in the event of absenteeism, incorrect management by superiors

Reference values ​​for personnel control

Other key figures for human resource control include data on business productivity , the total number of staff, age structure, average wage and the amount of social benefits as a percentage of the company's wage bill.

The personnel management control relates to the work execution or the work results of the employees in the context of personnel deployment as well as to the monitoring of cost-effective recruitment and effective personnel planning. Special problems can be associated with the strategic and operational control processes in the personnel area.

The results of the deviation analysis can lead to structural changes in the HR process if the HR management measures to be taken affect the deployment of personnel, recruitment or personnel planning. There may also be a need to correct the human resource management goals set so far.
