Phạm Bình Minh (born March 26, 1959 in Nam Định ) is a Vietnamese politician who has been Foreign Minister of the Socialist Republic of Vietnam since 2011 and Deputy Prime Minister since 2013. He was previously Deputy Foreign Minister from January 2009 to August 2011. Minh is a member of the Communist Party of Vietnam . He is the son of Nguyễn Cơ Thạch , who was also foreign minister from 1980 to 1991.

education

Phạm Bình Minh graduated from the University of Diplomacy (now the Diplomatic Academy of Vietnam) in 1981. He received a Masters of Arts degree in law and diplomacy from the Fletcher School at Tufts University in the United States . He is fluent in English.

Political career

Minh began his diplomatic career in 1981 while serving as the head of the Education Department of the Ministry of Foreign Affairs of Vietnam. From 1982 to 1985 he was sent as an attaché to the Vietnam Embassy in the United Kingdom . Before taking on the post of Deputy Director General of the Department of International Organizations of the Ministry of Foreign Affairs from 1991 to 1999, he was Head of the Department of General Affairs of the Ministry of Foreign Affairs from 1986 to 1990.

From 1999 to January 2003 he served as Ambassador and Deputy Permanent Representative of Vietnam to the United Nations in New York City and as Minister and Deputy Head of Mission of the Embassy of Vietnam in the United States. Back in Vietnam in 2003, he worked for the Ministry of Foreign Affairs as Deputy Director General and Director General of the Department for International Organizations and as Head of the Delegation for Human Rights Dialogue with Foreign Countries.

In April 2006 he was elected deputy member of the 10th Central Committee of the Communist Party of Vietnam. He is currently a member of the 11th Central Committee of the Communist Party of Vietnam. He was elected a member of the 13th National Assembly in November 2008.

In September 2006 he was appointed Assistant to the Foreign Minister and in November 2007 he was appointed Deputy Foreign Minister. Until August 2011 he was the permanent vice foreign minister of Vietnam. On November 13, 2013, he was appointed Deputy Prime Minister of Vietnam by the National Assembly. He was previously appointed Foreign Minister of Vietnam on August 3, 2011 and has been Vietnam's 12th Foreign Minister since then.
