Phenablennius heyligeri becomes only 5.6 cm long. The species has a typical, elongated slimy fish shape. All fin rays are unbranched. The pelvic fins have three articulated fin rays, the dorsal fin has 14 to 15 articulated soft rays and 12 or 13 fin spines, which, like all mucus fish, are relatively flexible. The number of vertebrae is 32 to 34 (10 + 22–24).
