Planning regions in Romania

The eight planning regions in Romania ( Romanian Regiunile de dezvoltare ale României ) were set up in 1998 as part of the preparation for EU membership on the basis of Law 151/1998. Administratively, Romania is divided into 41 districts ( Romanian județ , pl. Județe ) and the capital Bucharest . Several districts are grouped together in the planning regions. Partly the allocation was made according to the historical regions of Romania , partly these were ignored.

No important real powers have been given to the planning regions, as they are not administrative and territorial units. They have no legal personality of their own and have been constituted by an agreement signed by the representatives of the respective district councils or the city council of Bucharest. Critics point out that the summary of the districts is not always coherent and promotes the concealment of regional disparities rather than making them openly visible.
