In the course of the reorganization of the training of elementary school teachers in Prussia at the beginning of the 20th century, a Catholic teachers' college with an attached preparation institute was established in Arnsberg .

This was preceded by an intensive effort by the city of Arnsberg to create the new facility, for which other cities had also applied. The city argued, among other things, that the presence of an expanded circle of educated men could pleasantly interrupt the daily uniformity for the seminar teachers and leaders. In addition, there were reminders of the relocation of the Oberpostdirektion to Dortmund and an impending division of the administrative district of Arnsberg . The magistrate therefore saw the new educational institutions as an “act of compensatory justice”. In addition to listing the advantages of the city, the magistrate also promised “financial sacrifices”. Even District President Ludwig von Renvers campaigned for the Arnsberg site .

After the decision had been made in favor of the city of Arnsberg, the municipality acquired the necessary land “in front of the hair” for 32,102 marks in November 1902 in an area that was hardly populated at the time. The preparation facility should be built first. According to the specifications of the Ministry of Spiritual Affairs etc. it should be a "brick shell in Renaissance style ". The shell was completed in October 1903 and the building was ready for occupancy in 1904. In total, the costs for the city amounted to 102,450 marks.

Classes had already started in 1903 in temporary rooms. In 1904 the teachers' college opened, although the school building was not finished until 1907. In addition, there had been a seminar for teachers since 1905. Its building, now part of the Arnsberg district government, was completed in 1908. This made Arnsberg a center for teacher training. In the twenty years of common existence, 1200 future teachers were taught in the three institutions.

The preparation shop was closed in 1924/1925. The building then served as a secondary school until 1942. Immediately after the war it was used as a military hospital. It was then used by two elementary schools before it became part of the teachers' college from 1969. Use by the seminar ended in the early 1980s. After that, the building was largely empty for a long time, apart from the use of some groups, before the VHS of the city of Arnsberg moved there in 1992. After some violent protests, the decision was made in June 2010 that the Adolf-Sauer-Schule elementary school would move into the building.

The preparatory institute was included in the list of monuments of the city of Arnsberg in 1987 as an architectural design example of large public buildings from the turn of the century.

The brick building stands on a high sandstone base. The two-storey central risalit is framed by two side risers. However, there were some considerable structural changes in the 1960s and 1970s. In the course of the move in of the VHS, the building was renovated in accordance with a listed building. The renewed school use requires further renovation and extension measures.
