The President of the Kyrgyz Republic ( Kyrgyz : Кыргыз Республикасынын Президенти ) is the head of state of Kyrgyzstan . The current president is Sooronbai Dscheenbekow .

history

The office was created on October 27, 1990 in the course of gaining independence from the Soviet Union . The first incumbent was Askar Akayev who left office in the course of the tulip revolution in 2005 . His successor in office Kurmanbek Bakiyev also had to resign due to another popular uprising in 2010 .

Constitutional position

According to Article 60 of the Kyrgyz Constitution, the President is the head of the state. He is the symbol of the unity of the people and the state .

Competencies

From 1990 to 2010 the president had a relatively strong position in the political system with far-reaching powers. In the current constitution of 2010, however, the powers of the president have been severely curtailed, which means that for the most part he only has representative tasks.

According to the constitution, the president has the following powers:

  • Signing and promulgation of the laws passed by Parliament
  • Convening special sessions of Parliament in case of problems that need to be addressed
  • Right to speak at meetings of Parliament
  • Appointment and dismissal of members of the government in the field of defense and national security
  • Supreme command of the country's armed forces
  • Awarding of state awards
  • Awarding honorary degrees
  • Awarded the highest military and diplomatic ranks, as well as other special titles
  • Granting of pardons

The President is elected by direct election for a term of 6 years. Re-election is not possible. Up to two rounds are allowed for voting. If the candidate misses an absolute majority of at least 50 percent of the votes in the first round , a new runoff election with the second-placed candidate is required.

To be able to take part in the election, a candidate must be a citizen of the Kyrgyz Republic and have a good command of the Kyrgyz language . He must not be younger than 35 and not older than 70 years. In addition, the candidate must have permanent residence and live in the country for at least 15 years. The number of candidates in an election is not limited. To successfully register in the election, a candidate must collect at least 30,000 endorsement signatures.

resignation

If the President leaves office prematurely (e.g. due to illness or death), the Speaker of Parliament takes over the official business on a provisional basis until a new President is elected. New elections must then be held within 3 months from the time of resignation.
