Internal Security Strengthening Program

The program to strengthen internal security (PSIS) is a package of measures approved by the budget committee of the German Bundestag on November 9, 2006, totaling € 132 million. In the years 2007 to 2009, the PSIS is to improve the expansion of the technical and electronic equipment of the law enforcement authorities with an annual volume of € 44 million , which serve to ward off terrorist dangers, and so that the new terrorist threats can be effectively countered. The funds are available to the Federal Office for the Protection of the Constitution (€ 64.77 million), the Federal Criminal Police Office (€ 34.75 million), the Federal Police (€ 28.47 million) and the Federal Office for Information Security (€ 4 million) .

The PSIS got into the controversy because funding was requested for measures that have no legal basis.

  • The federal police are to purchase more explosives detection dogs and additional helicopters with thermal imaging cameras.
  • The Federal Criminal Police Office should be able to expand technical language measures, especially from the Arabic-speaking area.
  • The Federal Office for Information Security is to develop a concept for available and secure communication structures that are necessary to convey early knowledge of the terrorist environment and whose special requirements are met.

Planned measures without a legal basis

  • The Federal Criminal Police Office is to expand technical measures for online searches of PCs.
  • The Federal Office for Information Security is to develop software for storing and evaluating biometric features such as face recognition and an evaluation of automated behavioral patterns when recording from surveillance cameras.
