Rudiger Breuer

Rüdiger Breuer (born October 9, 1940 in Erkelenz ) is a German legal scholar .

Breuer studied law at the Universities of Marburg , Freiburg and Bonn . After receiving his doctorate on the subject of "sovereign spatial planning" in 1968 and the second state examination , he was admitted to the bar in 1970 and worked as a lawyer in Bonn until 1971. From 1971 to 1975 Breuer was then Assistant Professor at the University of Bonn, where he in 1975 with the publication "The land use conflict between urban development and property guarantee" habilitation which he was awarded the teaching license of Constitutional and Administrative Law. After acting as professor at Bielefeld University from 1975 to 1979, he became professor for public law at Trier University, from where he was appointed to Bonn University in 1994 . There he was university professor for public law until his retirement on March 1, 2006 and from 1994 to 2006 he was also director of the Institute for the Law of Water and Waste Management.

Since his retirement, Breuer has been working as a lawyer for the Chancellor Köhler & Klett in Cologne.

Breuer is co-editor of the journals Archives of Public Law and New Journal for Administrative Law .
