Rudiger Heining

Rüdiger Heining (* 1968 in Bielefeld ) is a German graduate economist and agricultural scientist. He is an expert in vocational training and development in Southeastern Europe and the Caucasus and has been Managing Director of DEULA Baden-Württemberg in Kirchheim unter Teck as well as Vice President of the Federal Association DEULA since 2017 .

Live and act

Heining studied business management, agricultural economics, agricultural policy, management and marketing at the University of Hohenheim from 1993 and graduated in 1998 with a degree in economics. This was followed by training in the master’s degree in international agricultural economics with Franz Heidhues and Jürgen Zeddies in Hohenheim, as well as in the field of e-learning systems, technical requirements and introduction to synchronous and asynchronous e-learning software at the University of Hagen, each with final certificates.

From 1998 to 2004, Heining was a research assistant, initially at the Eastern European Center of the University of Hohenheim and from 2001 as Head of Eastern Europe at the university's own project company IBH GmbH, where he worked as a project manager for EU-PHARE, EU-TACIS, EU research projects and EU twinning projects and Responsible for implementing vocational training projects under Leonardo da Vinci (Germany, Slovakia, Romania). Since 2010 he has also been working as an expert for the World Bank , (Washington), where he works on projects for “quality management and customer orientation in agricultural administrations”.

After several foreign assignments with a residency requirement within the framework of EU twinning projects, he worked at UNDP in Georgia from 2014 to 2017, where he worked as a diplomat and project manager for the development of vocational training systems. In March 2017, Rüdiger Heining took over the management of DEULA Baden-Württemberg and became Vice President of the Federal Association DEULA eV in 2018.In addition, he is a member of the supervisory board of the German-Romanian Center for Agricultural Training in Voiteg (Romania).

International engagement

  • Foreign assignment in the Austrian-German twinning project “Strengthening the political decision-making ability of the Ministry of Agriculture and Rural Development” in Romania.
