Rafael Barroeta y Castilla

Rafael Barroeta y Castilla (born October 5, 1766 San Miguel (El Salvador) , † August 13, 1826 in San José (Costa Rica) ) was President of Costa Rica .

Life

His parents were Ana Gertrudis Castilla y Andurrián and Juan Antonio Barroeta e Iturrio.

He studied law at the Universidad de San Carlos de Guatemala . In January 1792 he was appointed lawyer for the poor at the Real Audiencia , an office which he held until February 1794 when he was appointed relator at the Real Audiencia on behalf of José del Barrio González .

In 1801 he married Bárbara Enríquez Díaz Cabeza de Vaca y Palacios from Nicaragua. Bárbara Enríquez Díaz Cabeza de Vaca y Palacios was the sister of Alejandro Díaz Cabeza de Vaca, who was President of Guatemala in 1824 .

At the end of 1805 he got a job as Assessor Letrado (graduate of a university, with a law degree) of the governor in Costa Rica, the poorest province of New Spain , and moved there with his family. In 1805 he was the governor of Bagaces . In 1811 he was given command of the province of Costa Rica on behalf of Governor Juan de Dios de Ayala y Toledo. In 1818 and 1819 he was Alcalde of Cartago and in 1820 he was Alcalde of San José (Costa Rica).

In 1821 he was a member of the Junta de Legados de los Pueblos , a government delegated by the Cabildos . He sat before the Junta de Electores which ruled Costa Rica from January 6th to 13th, 1822. For the remainder of 1822 he was a member of the Junta Superior Gubernativa , which he chaired from January to March 1822. He was also a member of the second Junta Superior Gubernativa , which ruled Costa Rica from January to March 1823.

He was a supporter of the annexation of Central America to the Mexican empire of Agustín de Itúrbide . The Junta de Legados de los Pueblos sent delegates to the Congreso Constituyente de México in 1821 .

In 1823 he had to resign from his political offices because of old age dementia .
