Ralph Bard
Ralph Austin Bard (born July 29, 1884 in Cleveland , Ohio , † April 5, 1975 in Deerfield , Illinois ) was a senior officer in the US Navy .
He was one of the eight members of the interim committee that advised US President Harry S. Truman on the use of the atomic bomb .
In 1945 he wrote a memorandum to Secretary of War Henry L. Stimson urging Japan to issue a warning about the use of the atomic bomb.
