The historic town hall Vohwinkel with its distinctive 38.50 m high tower was built from 1897 to 1898 according to plans by Wilhelm Hüttenmeister. At that time the building in Rubensstrasse was the town hall of Vohwinkel . Today Vohwinkel is a district of Wuppertal .

On March 19, 1891, the local council decided to purchase a piece of land for the construction of a town hall on what was then Kirchstrasse (now Rubensstrasse ) . In the fall of 1898 the house could be partially used and on May 18, 1899 the first council meeting took place in the completed town hall. Between 1903 and April 1904 a rear annex was added to the town hall. In 1904 the community bought the property behind the town hall up to Wilhelmstraße (today Spitzwegstraße ) in order to be able to enlarge the town hall further if necessary. But these plans were rejected; Today the car halls of the volunteer fire brigade and a parking lot are located on this area .

The town hall served as the seat of the municipal administration, savings bank, official residence of the mayor and police prison. Today the building is used for the Vohwinkel district administration office with district representatives , social services, residents' registration office, city library and has also been used by the Vohwinkel volunteer fire brigade since the end of 2007.

Since the beginning of 2009, the Liegnitz collection , which was previously on one floor in the Haspel houses , has been in two rooms on the first floor of the house.
