Council pensioner
A Pensionary (Dutch Raadspensionaris ; hereinafter referred to as Germans sometimes wrong "Grand Pensionary") was the Secretary of Holland and West Friesland at the time of the Dutch Republic which, although as a salaried officer was not among the rulers, but in fact not just the business of his province, but because of the preponderance of Holland she directed the whole republic and especially directed foreign policy. The office of council pensioner was introduced in 1619 as the successor to the state advocate .
Important councilors in the heyday of the Netherlands were Johan van Oldenbarnevelt , Adriaan Pauw , Johan de Witt , Gaspar Fagel , Anthonie Heinsius and Simon van Slingelandt .
