Right to speak for outstanding personalities as well as for members of the European Parliament in the plenary session of the National Council

The right to speak for prominent personalities as well as for members of the European Parliament in the plenary session of the Austrian National Council is a measure in which non-members of the parliament can also give a speech at the invitation of the National Council President . It was created in 2015 with Section 19a of the Rules of Procedure Act  (unofficially GOG-NR).

Basics

“After consultation in the Presidential Conference, the President can invite prominent personalities from European and international politics to make a statement on a specific topic at a meeting of the National Council. After the declaration there is usually a debate, the duration and form of which is also determined by the President after consultation in the Presidential Conference. "

The right to speak is limited to one MEP per political group (club) , and speaking time is provided for five minutes.

In the case of declarations by well-known European politicians and international personalities on a specific topic, MEPs per club can also take part in an advisory capacity (§ 19a GOG-NR);

No motions may be made in the following debates ; actual corrections are not permitted (§ 19a GOG-NR). This preserves the character of an expression of opinion and the distance to parliamentary work.

Intention and story

The National Council's rules of procedure provide for special provisions for the discussion of EU issues (Section Xb in connection with Section 74b GOG-NR). Then there is the current European hour and EU declarations by members of the Federal Government with subsequent debate (para. 1, lines 1. and 2.). The new right to speak for Austrian MEPs in plenary debates is intended to promote discourse with the European Parliament as a reaction to the increasing networking of Austrian and European affairs . The EU Enquete , which was "previously intended as a vehicle for discussions between MPs and international personalities", has thus been abolished.

The fact that other “outstanding personalities in international politics ” can also be invited to the House was seen as an additional “enrichment” (quotation from Darabos , 2014) of parliamentary work.

The right to speak was anchored on the joint initiative of the SPÖ , ÖVP , Greens and NEOS , introduced by Andreas Schieder , Reinhold Lopatka , Christine Muttonen , Claudia Durchschlag , colleagues ( Austrian members of the European Parliament were involved in an advisory capacity on negotiations of the National Council and its Committees on EU Affairs , introduced on September 24, 2014). The new regulation was approved by the National Council on May 21, 2015.
