The ReferNet is a structured, decentralized system for the collection and dissemination of data and information on current developments in vocational education , vocational training research and related issues in Europe . The European vocational training systems differ considerably in terms of their structure, control and social significance. It is precisely because of the differences in vocational training systems that it is important to regularly exchange information and share knowledge in order to create transparency and build mutual trust in the advantages and strengths of the individual systems. In the area of ​​vocational education and training, this is done by the European reference network for specialist knowledge and expertise (ReferNet).

Cedefop

In 2002, that has European Center for the Development of Vocational Training (Cedefop) started to build the European Reference and specialized network of vocational training to meet the growing demand for information to meet and comparisons between developments and political procedures in the EU Member States to enable. Cedefop, based in Thessaloniki, Greece, is the European Union's reference center for vocational education and training, providing information and analysis on systems, policies, research and practice of vocational education and training in the EU. The main tasks of this European agency are:

  • Further development and coordination of vocational training research,
  • Knowledge management and reporting,
  • Exchange and support of partners in vocational training,
  • Information, communication, dissemination.

The aim is to set up and continuously update a knowledge and information system for vocational training. The ReferNet reference network makes direct use of the knowledge and skills from the Member States, Norway and Iceland. The decentralized knowledge acquisition and the coordinated knowledge processing enable cross-border knowledge sharing (knowledgesharing) with the interested specialist public. In order to meet the reliability and quality of the information, Cedefop selected consortia in the individual countries as part of a tendering process .

In Germany, the Federal Institute for Vocational Education and Training (BIBB) is the coordination point of the national consortium, which essentially consists of institutions of the Vocational Training Research Network (AGBFN). The AGBFN is the association of German vocational training research and promotes the exchange of research results and documentation. The working group consists of the following members:

Tasks of the ReferNet

The performance of the tasks can be divided into three main areas:

  • Documentation and dissemination of information,
  • Collection and analysis of information on national VET systems,
  • Collection and analysis of information in the field of vocational training research.

The European Commission's Education Directorate-General receives regular reports and statistics from CEDEFOP, which are fed, among other things, from ReferNet sources. Answering national and international inquiries as well as processing research assignments and literature requests are an important part of the communication tasks within the network. In order to improve communication, bilingual ReferNet websites (national language and English) have been set up in almost all countries since 2004, offering the specialist public a wide range of information. There is a general report on developments at the European level of vocational training. The homepages also provide a platform for Cedefop and ReferNet-relevant topics. ReferNet plays a vital role in Cedefop's databases on the knowledge provider side. The VET-Bib, Europe's largest international literature database on vocational training, should be mentioned here.

With the knowledge management system eKnowVet, CEDEFOP offers a regularly updated information system on the national vocational training systems of the member states. Here, too, the ReferNet provides important information. An essential part of eKnowVet are reports and analyzes: Thematic overviews (thematic overviews) and detailed thematic analyzes (in-depth thematic analyzes) on certain topics of vocational training. Current brief descriptions of vocational training systems in the EU countries are drawn up by the national consortia in cooperation with Cedefop on the occasion of the Council Presidency. In addition, a progress report on the Copenhagen process (policy report) and a research report (research report) are drawn up every year at national level, the results of which are included in the European synthesis reports of CEDEFOP.
